The 7.62x39mm came about as the result of a realization in the Soviet Union that they need a new, stronger intermediate rifle cartridge. They came to that conclusion at a meeting that took place in 1943, and one of the requirements they had was that the new cartridge be usable in multiple types of infantry weapons, including semi-auto carbines, selective fire rifles, and light machine guns. A committee was formed to oversee the new cartridge’s creation and included some of the Soviet Union’s leading ammunition designers: Fedorov, Tokarev, Simonov, and Shpagin. 314 designs were considered and narrowed down to 8, and even when they finally picked one it ended up being drastically changed, which is how the 7.62x39mm was created in 1944.
